For 22 years, John Doe assumed the identity of a man whose wallet was stolen from his car in 1989.

When Florida Highway Patrol Trooper Richard Blanco?a member of the FBI?s Joint Terrorism Task Force (JTTF) in Jacksonville?interviewed an individual suspected of driver?s license fraud in 2011, he wasn?t initially sure if the man was the victim or the perpetrator of identity theft.

That?s because the man?now imprisoned and officially known as John Doe?had a stack of government-issued identification acquired during the 22 years he had been using a living victim?s identity. That included a passport, driver?s license, birth certificate, Social Security card, and identification allowing him unescorted access to a port and military installation.

?He was extremely convincing that he was the victim,? said Blanco, a veteran trooper with more than 30 years on the force. ?When you have 20 forms of identification and it?s in your possession,? Blanco explained, ?it?s hard to not believe you are the person you say you are.?

But John Doe was indeed an imposter, and while he was living under another man?s name, the real victim was living a nightmare. It all started in 1989 when the victim?s car was broken into and his wallet was stolen. His identity had been compromised.

John Doe began using the victim?s name, even when he went to prison for aggravated battery. As a result, Blanco said, ?if you run John Doe?s fingerprints, even today, they will come back with the victim?s name.?

When the victim, a Miami resident, applied to become a corrections officer, he had to explain why his records showed a felony conviction. He urged officials to compare his fingerprints to those of John Doe?s. When the victim applied for a passport, he was denied because the passport office claimed he already had one?the one that John Doe had applied for and received.

When Blanco was able to talk with the real victim, he heard two decades worth of frustration. The victim had filed a police report years before, but John Doe had never been caught or stopped. Blanco remembers the victim telling him, ?This guy has been living my identity. He?s gotten my license suspended and he?s had kids in my name.?

When Blanco realized that he was dealing with a massive and long-running case of identity fraud, John Doe was arrested. The JTTF opened an investigation, and John Doe was eventually indicted federally on numerous counts of aggravated identity theft and fraud.

JTTF investigators had to rule out any threat to national security, because John Doe had access to the Mayport Naval Station as well as JaxPort, the Jacksonville Port Authority. Although he was just working at those locations, Special Agent Paxton Stelly, who supervises Jacksonville?s JTTF, pointed out that John Doe had passed the background checks required to gain access there. ?He appears to have manipulated the system with ease,? Stelly said.

Last month a jury convicted John Doe?who continues to insist he is the real victim in the case?and sentenced him to 10 years in prison. Despite DNA testing and a thorough investigation, his real identity remains a mystery.

?It will continue to be a mystery unless he makes an admission to us,? Blanco said, adding, ?I don?t know what he?s going to do when he gets out of prison, because the man doesn?t have an identity.?

Exclusive: Spain ready for bailout, Germany signals "wait"- sources

MADRID (Reuters) - Spain is ready to request a euro zone bailout for its public finances as early as next weekend but Germany has signaled that it should hold off, European officials said on Monday.

The latest twist in the euro zone's three-year-old sovereign debt crisis comes as financial markets and some other European partners are pressuring Madrid to seek a rescue program that would trigger European Central Bank buying of its bonds.

"The Spanish were a bit hesitant but now they are ready to request aid," a senior European source said. Three other senior euro zone sources confirmed the shift in the Spanish position, all speaking on condition of anonymity because they were not authorized to discuss the matter.

German Finance Minister Wolfgang Schaeuble has said Spain is taking all the right steps to overcome its fiscal problems and does not need a bailout, arguing that investors will recognize and reward Spanish reforms in due course.

Privately, several European diplomats and a senior German source said Chancellor Angela Merkel preferred to avoid putting more individual bailouts for distressed euro zone countries to her increasingly reluctant parliament.

"It doesn't make sense to send looming decisions on Greece, Cyprus and possibly also Spain to the Bundestag one by one," the senior German source said. "Bundling these together makes sense, due to the substance and also politically."

Participants said there were tense exchanges at a euro zone ministerial meeting in Cyprus in mid-September when Schaeuble told his peers Berlin could not take another bailout for Spain to parliament so soon after lawmakers approved up to 100 billion euros ($129 billion) to help Spanish banks in July.

Asked about the reports that Germany was urging Spain to wait, a German government spokesman told Reuters: "Every country decides for itself. Germany isn't pushing in one direction or the other."

A spokeswoman for Spain's Prime Minister Mariano Rajoy said she was not aware of any veto from Germany for an aid request.

"What we are focused on is to get the decisions of the June summit on the banking union implemented. That would send a strong message of confidence to the markets," she said, referring to an EU decision to centralize oversight of the biggest banks to avoid a repeat of a crisis that has some of its roots in the banking system.

STALLING?

European sources said EU Economic and Monetary Affairs Commissioner Olli Rehn was to deliver a message to Spanish leaders on Monday that Brussels wants them to apply for assistance soon and will not impose onerous conditions beyond the reforms and savings measures outlined by the Spanish government.

Brussels is keen to avoid another paroxysm of the debt crisis by getting support to Spain before it is on the brink of being forced out of the bond market, at the risk of contagion spreading to Italy and other euro zone states.

Rehn met Prime Minister Mariano Rajoy and Economy Minister Luis de Guindos in Madrid and said afterwards the conditions of any aid program were well known to all euro zone governments.

"Conditions would be based on country-specific recommendations that were decided for all 27 EU member states in July and there would be a clear set of policy priorities and clear timelines on the basis of these country-specific recommendations," he told a news conference.

Euro zone officials are considering a so-called Enhanced Conditions Credit Line that would keep Spain in the credit markets with support from the euro zone rescue funds in the primary bond market and from the ECB in the secondary market.

Rajoy is eager to avoid the political humiliation of conditions being imposed from outside and enforced by the "troika" of inspectors from the International Monetary Fund, European Commission and European Central Bank that has supervised programs for Greece, Ireland and Portugal.

There has been widespread speculation that Rajoy was stalling a bailout bid until after October 21 regional elections in his home state of Galicia and the Basque Country.

But diplomats said it was German discouragement, not Spanish pride, that was now holding back a request for assistance.

One senior European diplomat said the Spanish position was: "We are in favor if everyone else accepts."

Madrid did not want to risk submitting an application and having Berlin rebuff it by raising unacceptable conditions such as deep pension cuts or procedural obstacles, he said.

The senior euro zone source said Spanish leaders had understood that making a move now was the best way of avoiding losing market access and being forced into a full state bailout.

"The German U-turns have convinced the Spanish they could end up in the not too distant future in the same position as Greece, Portugal or Ireland - shut out of the markets and with a very harsh adjustment program," the source said.

The Spanish government said it would enact 43 structural reforms over the next six months and Brussels said the detailed timetable goes beyond what the Commission has asked of Spain and is an ambitious step forward.

Rehn said he was fully confident Spain would take the necessary steps to restore the economy to health and added it must continue reforming its pension system, linking retirement age to life expectancy.

Rajoy has said pensions are the last thing he would cut as he introduces sweeping savings through the social security system, though he has said he would introduce a new law on pensions before the end of the year.

Spain needs to refinance some 29 billion euros in maturing debt -- including 9 billion in short-term paper -- by the end of this month.

The senior euro zone source said that under one scenario under consideration, Spain was ready to submit the request at the weekend, with German agreement, so euro zone finance ministers could discuss it at their next regular meeting in Luxembourg next Monday.

Failing that, Madrid could make the application before an EU summit in Brussels on October 18-19, but euro zone partners such as France and Italy, which are pushing for an early decision, would not want it to drag on beyond then, the source said. ($1 = 0.7749 euros)

Cops probe video of officer striking woman in Pa.

Police chiefs are investigating an incident, captured on cell phone video, in which a woman was struck by an officer at the?Festival de las Americas after the city's Puerto Rican Day Parade.

The video shows several police officers at Sunday's?festival amid a crowd of people. The woman, identified as Aida Guzman of Chester, Pa., is shown being hit by one of the officers and falls to the ground.

"You only see one vantage point, but what you do see is disturbing, I have to be honest about that," said Deputy Police Commissioner Richard Ross.

The incident happened near 5th and Lehigh streets in North Philadelphia, after the parade on the parkway.? Parade organizers say they had nothing to do with the North Philadelphia event. Officials say Guzman was spraying silly string at officers involved in a traffic stop.

"The guy was out there spinning wheels and burning up tires in the middle of the highway, which is not normal. And we're out there to make sure that stopped. As we're doing it, things are being thrown, liquids are being tossed, substances being sprayed from a can," says Fraternal Order of Police President John McNesby.

Guzman was cited for disorderly conduct. Her face was bleeding as officers took her away. She told NBCPhiladelphia.com: "I feel angry, very angry. I go to someplace, got a good time and look this happen, for no reason."

Philadelphia police confirm the officer involved in the incident is Lt. Jonathan Josey. Josey has been with the department for more than 17 years and is a decorated supervisor with the Highway Patrol. He is now on administrative duty.

Internal Affairs is investigating the incident, according to police. The FOP says it will defend Josey "to the end." McNesby said people often throw things such as bleach and urine at officers, and urged people not to judge the incident based on the video alone.

Lt. Josey has?made headlines before. He?was exonerated in the shooting death of?a Philadelphia man shortly after the man robbed a convenience store in Lower Merion in March 2010.

In July 2010, Lt. Josey was stabbed in the back while trying to break up a fight outside a West Philadelphia bar.

The executive director of Concilio, which organizes the parade every year, called on police to fully investigate the incident.

"While we have no knowledge of what led to the incident, it is clear from the video that a police officer unnecessarily and brutally struck a woman in the face," the statement read. "Even as we celebrate the tremendous advancements of Philadelphia?s Hispanic community over the decades, we cannot overlook this episode. We call on the Philadelphia Police Department to fully investigate and take appropriate action."

Pope's butler set to testify at Vatican trial

VATICAN CITY (Reuters) - Pope Benedict's former butler is to give evidence for the first time on Tuesday on the second day of his trial for stealing documents he hoped would expose corrupt dealings in the Vatican.

Paolo Gabriele, 46, an unassuming and devout servant who prompted a crisis in Benedict's papacy after he slipped sensitive documents to an Italian journalist, has not spoken publicly since he was arrested in May.

The testimony of the manservant - a member of the Vatican's most inner circle, the "papal family" - will be closely followed for hints on what prompted him to betray the man Catholics consider Christ's vicar on earth.

The papers Gabriele admits he photocopied and passed on at secret meetings included letters to the pope in which a senior Vatican functionary expressed concern about improper behavior in the Holy See's business dealings.

The leaks were a blow to the Vatican, which has been eager to clean up its image after a series of scandals involving its bank. The letter-writer, Archbishop Carlo Maria Vigano, was later posted to Washington despite pleading to be allowed to remain at the papal state.

The case, dubbed "Vatileaks", saw the butler imprisoned in the Vatican police station while investigators seized 82 boxes of evidence from the apartment where he lived with his wife and three children.

DEFENCE SETBACK

Conducted under a 19th-century criminal code, the trial began with a setback for the defense on Saturday when judges refused to admit evidence from the Church's own investigation.

Gabriele's lawyer, Cristiana Arru, hoped to explain her client's motives by admitting as evidence an inquiry by a commission of cardinals who questioned Vatican employees about the leaks.

A summary of the inquiry's results released in August showed Gabriele acted because he saw "evil and corruption everywhere in the Church," and felt the pope was not sufficiently informed.

But chief judge Giuseppe Dalla Torre said the commission of cardinals answered only to the pope and that the inquiry had "no relevance" to Vatican City's penal code.

Only evidence gathered by a prosecutor and the Vatican police will be allowed.

Facing charges of aggravated theft, the man who helped the pope dress and rode in the front seat of the Popemobile could now face up to four years in an Italian prison.

Another man, Vatican computer expert Claudio Sciarpelletti is on trial separately for aiding Gabriele.
